Will New Mexico be the Next Climate Leader?

This past week the New Mexico Environmental Improvement Board (the state's equivalent of the Environmental Protection Agency) heard a petition brought by the environmental group, New Energy Economy, that would create a state regulation requiring utilities and oil and gas companies to reduce their carbon dioxide emissions 3% per year under 2010 levels starting in 2012.
The board heard testimony from members of the public and expert witnesses. Last week on the Santa Fe Radio Cafe we interviewed witnesses in support of the petition:
