Thief Stole Car With Toddler Inside To Teach Father A Lesson: Cops

A man reportedly high on PCP stole a father's car to teach him a lesson, cops said.

Devon Mills, 24, of Bristol, Conn., is accused of taking a Cadillac that was idling outside a Hartford Mini Mart on Thursday with 2-year-old Luis Trinidad in the backseat.

Mills allegedly told cops he swiped the car to teach the boy's father that he shouldn't leave his child unattended.

Hartford Police issued an amber alert for Trinidad shortly afterwards. Mills allegedly left the child with an acquaintance who, after seeing the amber alert, took the child to a police station.

The Republican reports that the father's Cadillac was discovered in Downtown Hartford, near where Mills was found.

Mills' girlfriend, Jessica Tourangeau, testified on Friday that the 24-year-old was high on PCP when he stole the car. She said that Mills has been struggling with substance abuse for months and she hopes he now gets the help he needs, according to NBC Connecticut.

Mills is being held on $750,000 bond following his arraignment Friday on kidnapping, risk of injury and larceny charges.
