Once again, California's public universities dominate the U.S. News and World public school rankings.

The 2014 list remains relatively unchanged from recent years, in spite of new changes made to the ranking methodology, such as reducing the weight of students' high school class standing and increasing the weight of the schools' graduation rates.

The University of California-Berkeley held onto the top spot for the 16th year in a row, while Penn State University made a notable leap into the top 10, rising up five spots from last year.
