Victor Williams

Victor Williams founded and leads DisruptiveJustice.org. He is an attorney in Washington, D.C. and has taught law for over twenty years to undergraduate, graduate, and law students in both New York City and Washington.

Born and raised in Pine Bluff, Arkansas, Victor began political life as a Democrat, serving in a state-wide position as President for Colleges of Arkansas Young Democrats, and as an LBJ Congressional Intern. Victor was then a member of the GOP, serving in 2001 as its nominee for the state legislature. He now chairs www.goplawyers.com.

In 2015 and 2016, Victor underwent a substantial transformation of political, partisan, and ideological views. Victor's transformation has had professional and personal consequences as captured by a November 2016 AP report.

Victor ran for the GOP nomination for President in spring 2016 as write-in candidate for legal standing to challenge the "natural born" constitutional qualifications of Canadian-born Ted Cruz.

While his posts at this site prior to 2016 no longer accurately represent his political positions, particularly as to immigration and Senator Jeff Sessions, they remain on this site for transparency and to show the path and extent of this transformation.


Victor Williams believes that the national political parties have failed the American people, and that a grassroots political movement is building in the nation. Victor knows that Americans deserve a federal government that works as hard and as well as they do.

In founding DisruptiveJustice.org, Victor seeks to bring fundamental reform to law and politics by applying “disruptive innovation” strategies to reform failing public markets (legal, political and governmental).

Victor earned three law degrees: an LL.M. (specializing in Law and Economics) from George Mason University School of Law; an LL.M. from Columbia University's School of Law; and a J.D. from the University of California's Hastings. While in law school, he was an articles editor of the Hastings Constitutional Law Quarterly. Victor also served as a student editor of American Review of International Arbitration while completing graduate law study at Columbia.

A first-generation college student, Victor took a B.A. from Ouachita University in Arkadelphia, Arkansas, and then a master's degree in teaching from the National College of Education. Victor completed an additional master's degree in education and public policy from Harvard University. It was course work at Harvard's Kennedy School of Government with law-trained faculty, such as Robert Reich, that led Victor to law school.

After earning his J.D., Victor served as a federal judicial law clerk with U.S. District Court Judge William Hand. Victor also worked as a federal judicial extern for U.S. Court of Appeals Judge G.B. Tjoflat of the Eleventh Circuit and for U.S. Court of Appeals Judge Joseph Sneed of the Ninth Circuit. Additionally, he interned with the Securities Exchange Commission. Prior to affiliating with CUA, Victor Williams held a tenured appointment as an Associate Professor of Law with the City University of New York's John Jay College of Criminal Justice.

Victor's published scholarship, covering a wide variety of law and policy areas, is frequently cited by other authors. His academic writings include articles and essays published by the law journals of Michigan, Cardozo, William & Mary, Columbia, George Mason, Kentucky, Marquette, Seton Hall and Loyola. His practice-oriented articles and essays have been published by the Banking Law Journal, Commercial Law Journal, Administrative Law Journal, American Journal of Comparative Law, Trial, Judicature and Federal Lawyer.

Additionally, Victor has published commentaries and op-eds in The Hill, The American Lawyer, Christian Science Monitor, National Law Journal, Legal Times, Fulton County Daily Report, and The Recorder. A frequent media interview guest, Victor has provided evaluation of legal and political issues by print, television, radio, and Internet media. He has been an interview guest on CNN; Court TV; Fox News; ABC News; and numerous radio talk program.
