Norm was a police officer for 34 years, the first 28 in San Diego, the last six (1994-2000) as Seattle's Chief of Police. He is the author of Breaking Rank: A Top Cop's Exposé of the Dark Side of American Policing (2005) and To Protect and Serve: How to Fix America's Police (2016). He is a member of the Advisory Board of Law Enforcement Action Partnership. A proud dad, father-in-law, and grandfather of twin girls, he lives in a cabin in the San Juan Islands of Washington State. He is currently at work on a series of novels.
